  • If you wish to please fill out the Online Application in order to speed up the process at the office.
  • Head personally to one of the designated Passport offices with all supporting documents. Here a photograph will be taken as well as fingerprint scan and signature recognition. You do not need to take any picture with you.
  • Please present your yellow National ID Card (cedula amarilla con hologramas).
  • When the applicant does not have a valid National ID Card these documents are also received:
    • Processing ID Document (Contraseña por primera vez o rectificación expedida por la Registraduría Nacional del Estado Civil) which must have your picture and fingerprint as well as an authentic copy of your Birth Civil Registry.
    • Online Proof of Duplicate of National ID renovation certificate which can be downloaded from www.registraduria.gov.co.
  • Previous Passport (if this applies)
  • In the event of a lost or stolen Passport the applicant must declare this under oath to the issuing office.
  • Pay the Passport fees at the issuing desk, the Bank or through the electronic means authorized by the Ministry of Foreign Affairs.
     

 

The minor must be accompanied by one of his parents or his legal representative (whom will have to identify themselves with their National ID Cards (yellow with holograms). If the parents are not present they can authorize by power of attorney for another adult to accompany the minor. 

  • If the parents or the legal guardian are in Colombia the power of attorney must have signature recognition before a Notary.
  • If the parents or the legal guardian are abroad the power of attorney must be made before a Colombian consul.
  • If the parents or legal guardian are in a place where there is no Colombian consulate the power of attorney must be made before the competent national authority and then dutifully Apostilled/Legalized.

  • Present original copy or authenticated one of the Civil Registry of the Minor.
  • Previous Passport (if this applies)
  • In the event of a lost or stolen Passport the parents or legal guardian of the applicant must declare this under oath to the issuing office.
  • Pay the Passport fees at the issuing desk, the Bank or through the electronic means authorized by the Ministry of Foreign Affairs.

Please take the following into account:
If the minor is between 7 and 17 years of age: He/she will need to present the Minor ID Card issued by the National Registrar’s Office.
If this is done abroad the Minor ID Card is not necessary.

 

This document is issued by the Ministry of Foreign Affairs through the Diplomatic Missions and Consulates of Colombia abroad to Colombians who require it. It can be issued by delegation of Colombian authority to another State or with which Colombia has subscribed legal instruments for such purposes. The valid time of this Passport is 30 days from its issue date and it has no cost.

Who can apply for this Passport? 

Colombian consuls may issue this Passport to Colombian citizens in one of the following situations:

  • Deportees
  • Expelled
  • Repatriated
  • Poachers
  • To Colombians with a competent order for the annulment of their current Passport.
  • Other grave situations that the Colombian consul deems extraordinary and require the citizen to return immediately to the country.
