COOPERATOR OR VOLUNTEER OF A NON GOVERNMENTAL ORGANIZATION (NGO)
A cooperator or volunteer of a non-profit entity or non-governmental organization -NGO- or a person who has been duly introduced by an international organization or diplomatic mission, who states that he/she wishes to come to this country to engage in work of social benefit, assistance, verification, observation or humanitarian aid.
Art. 41 Numeral 41.5 of Decree 4000 of 2004
The first visa of this type must be applied for at a Colombian consulate.
DURATION: Up to two (2) years. It will be cancelled in the event of absence from Colombian territory for more than one hundred and eighty (180) days. It may be granted to foreigners who wish to enter this country as a cooperator or volunteer of a non-profit entity or non-governmental organization (NGO), or a person who has been duly introduced by an international organization or diplomatic mission.
COSTS
*Payment for the study is not refundable and will be valid only on the day on which payment is made; to present a new visa application, a new fee will be payable..
General Requirements:
· Presentation of visa application form DP-FO-67, completely filled out and signed by the foreign applicant and not by an intermediary.
· Valid passport or travel document, in good condition, with a minimum of two blank pages.
· Three (3) recent 3x3 cm identical full face photographs, in color and against a white background.
· Copy of the biographical details page of the passport and of the page showing the most recent Colombian visa, if any, and stamp of arrival in or departure from Colombia, as appropriate.
Specific Requirements
· A letter signed by the legal representative of the non-profit entity, non-governmental organization, a diplomatic mission or an international organization, as appropriate, stating the activity which the foreigner wishes to undertake in Colombia or the work program he/she is to carry out, specifying its duration, planned agenda, the public or private institutions and entities which he/she is to interview, as the case may be. The foreigner’s experience and suitability will be documented in accordance with the activities he/she is to undertake in this country.
· For the visa to authorize practice of a regulated profession, foreign persons must fulfill the same requirements as those established in the regulations in force for Colombian nationals and, for the purpose, must present the documents permitting him/her to practice the respective profession, such as equivalence or validation of the professional qualification by the relative authority and/or his/her registration or professional card.
· Letter from the entity requesting the visa stating that it undertakes before the National Government to pay all the expenses during the visitor’s time in Colombia and to return to his/her country of origin or to the last place of residence of the foreigner and his/her family, as appropriate, on termination of the activities or in situations preventing him her from continuing to carry them out, or death or when cancellation of the visa, its termination, deportation or expulsion, as established in Decree 4000 of 2004, is required.
· Certificate of existence and legal representation of the non-profit entity or non-governmental organization, issued by the competent Colombian authority within the three (3) months prior to presentation of the visa application and, if necessary, present a registration document to the corresponding national authorities.
· When the non-profit entity or the NGO has no premises in Colombia, the visa applicant must present a certified copy of the respective deed of constitution and representation or of an instrument certifying its existence and representation, duly translated into Spanish, with an apostille or legalized, as appropriate, stating that the organization has existed for a term of no less than five (5) years as of the date of its incorporation, or demonstrate that it has consultative status of the United Nations Organization Economic and Social Council.
· When the non-profit entity or the NGO has premises in Colombia, the applicant must present an authenticated photocopy of the respective document showing the legal representation issued by the competent authority.
- Documents issued abroad must have an apostille or be legalized by a Colombian consul, as appropriate.
- Any document in a language other than Spanish must be officially translated into Spanish and the translator's signature must be duly legalized or with an apostille.
